Deputy Executive Director for Program Services

at the CTI-CFF Regional Secretariat

(To be based in Manado, North Sulawesi, Indonesia)

I.    

Background

The Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF) is a multilateral partnership of six countries (Indonesia, Malaysia, Philippines, Papua New Guinea, Solomon Islands, Timor-Leste) working together to sustain extraordinary marine and coastal resources by addressing crucial issues such as food security, climate change and marine biodiversity.

The mission of the CTI-CFF Regional Secretariat is to initiate, coordinate and facilitate communication and activities with CTI-CFF Member Countries to ensure implementation of the goals and objectives of the Regional Plan of Action (RPOA). The Deputy Executive Director for Program Services (DEDPS) shall report to the Executive and shall lead the Program Services of the CTI-CFF Regional Secretariat. The DEDPS shall be responsible for the following scope of work identified in item II:

Scope of Work  

Section A –

Implementation of the Regional Plan of Action

As per Staff Regulation 5, Deputy Executive Director for Program Services shall be responsible for developing and managing programs for the implementation of the Regional Plan of Action (and the new revised RPOA), including:

1.              

Liaise, and develop networks between CTI-CFF and CTI Partners and other stakeholders;

2.              

Facilitate the inclusion of cross cutting issues into CTI-CFF Programs;

3.              

Facilitate mobilization of resources;

4.              

Coordinate monitoring and evaluation of CTI-CFF programs;

5.              

Coordinate capacity development activities in support of CTI-CFF programs and goals; and

6.              

Coordinate information and knowledge management relevant to CTI-CFF programs and goals.

Section B

Monitoring and Evaluation

1.              

Oversees and ensures Information from Working Groups are incorporated in CT Atlas according to established mechanism.

2.              

Assist the M&E Working Group in monitoring and evaluation framework focusing on achievement.

3.              

Provides guidance and lead to develop the M&E system for RPOA.

4.              

Supports effective management of the M&E and Reporting systems as well as evaluation process at the Secretariat.

5.              

Identify capacity building needs and requirements in the development and administration of the knowledge management system.

6.              

Prepares for external performance review of projects e.g. coordinate the evaluation and monitoring of grant-funded programs or writes specifications for evaluation or monitoring of program by outside agency.

Section C

Project, Strategic Partners and Private Sectors

1.  

Manage the Technical working groups, MEWG, Cross cutting initiatives such as WLF, University partnerships (UP) projects, Sustainable Business Forum (SBF), Local Government Network, Marine Litter activities, and other projects by partners and the private sector.

2.  

Prepare and ensure the successful implementation of the approved partner-funded projects/ activities by the CSO in accordance with the CTI-CFF regulations, rules and procedures.

3.  

Prepare, review and submit proposals (e.g. grant application proposals, concept notes) to partners and the private sector.

4.  

Prepare narrative justification, design of project activity, program, work-plan, deliverables and implementation issues according to required standards.

5.  

Liaise between internal and external stakeholders to work out details of proposals.

6.  

Provides technical assistance to CTI-CFF after proper alignment with TWGs, CCIs and, [MEWG].

7.  

Coordinate and evaluate the feasibility of potential, proposed, and existing programs, and projects involving donors and funding agencies to fully implement the RPOA.

8.  

Conduct and facilitate engagement on project initiations in consultation meetings, dialogues, workshops with relevant groups and stake holders in support of the implementation of the RPOA.

9.  

Prepares the Program Services Annual Budgets and Annual Reports as part of the larger Regional Secretariat's Annual Report and Budgets for approval for the SOM and MM.

10.   

Ensure proper project management including development and implementation, is within budgets, timely and on schedule, according to CTI-CFF and donors.

11.   

Lead specific development of cooperation/collaboration/partnership including but not limited to designing project proposals, concept notes etc. with other international organizations.

12.   

Ensures proper alignment of new projects with TWGs and CCIs and MEWG right from the proposal stage to completion via endorsements from countries NCCs at WGs levels.

13.   

Prepares, consolidates and disseminates the necessary annual reports and other documents such as but not limited to, preparation of reports, presentation materials, activity reports, quarterly reports, donor financial report, monthly progress reports, budget plans, work plans, sharing and consolidating necessary decision documents and including the use of online and virtual information sharing tools.

14.   

Ensures the preparatory and arrangement of knowledge products and other collateral materials to be used for Pre-SOM, SOM, MM, and other CTI events.

15.   

Support the ED in carrying out the tasks in the Deliverables, RPOA Goals, or tasked by the SOM Perform other relevant duties as assigned by ED.

16.   

Submit monthly report to ED.

Section D

Program Services Staff Development

1.    

Oversees performance evaluation, and development of PS staff in the scope of work of PS activities.

2.    

Identify and organize staff development related to the Program Services deemed necessary for the efficient functioning of the Program Services activities, in accordance with CTI-CFF Staff Regulations.

 

E. Deliverables  

1. Assist ED in the completion of the Regional Plan of Action 2.0 and its implementation.

 

2.Facilitate and coordinate activities of Program Services, Technical Working Groups and Governance Working Group (i.e. MEWG) and Cross Cutting Initiatives in order to align and streamline with the implementation of CTI-CFF Regional Plan of Action for consideration by Parties.

 

3.  Assist and work closely with partners and the private sector who wish to support working groups and CCI in terms of project funding, capacity building and other aspects of project related initiatives.

 

4.  Assist and facilitate projects annual work plans, estimated budget and progress report as part of a complete CTI-CFF annual reporting.

 

III.     

Coordination and Reporting:    The Deputy Executive Director for Program Services (DEDPS) will coordinate with Deputy Executive Director for Corporate Services in related matters. The DEDPS will report directly to the Executive Director of the CTI-CFF Regional Secretariat.

 

 

IV.    

Qualifications

1.  

Advance degree in Program Management, Management and/or Natural Resource Science/ Management, Monitoring and Evaluation, Marine Spatial Planning, project development or other related postgraduate/professional qualifications

2.  

With minimum 10 years’ professional experience in implementation, management, Project monitoring and Project Development formulation, institutional building and cooperation. Extensive experience of Budget Management and GIS preferably related to natural conservation, sustainable fisheries and food security, and natural resource management sectors.

3.  

Experience and /or proven track record in program development, management, leadership and negotiation skills in attracting partners for support and resource mobilizations.

4.  

Ability to conceptualise and effectively communicate overall program vision and mission to stakeholders.

5.  

Proven track record in developing, monitoring, implementing, and managing several programs in collaboration with several partners.

6.

Excellent command of the English language (written and spoken). Able to present and articulate issues in fluent English. (Command of any language from the CT6 Member Countries would be an advantage.)

7.

Must be a national/citizen of a CT6 Member Countries (Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Island, and Timor-Leste).

 

V.  

Compensation

      Starting monthly salary: USD $4,947 and will also depend on experience and qualifications.

 The compensation (paid in Indonesia rupiah equivalent) for this position depends on the    candidate’s qualification and level of experience.

Contract Duration: 4 years

Staff shall receive benefits based on CTI-CFF Regulations and Policies.
