The Timor-Leste CTI-CFF National Coordinating Committee (NCC) leads the implementation of the CTI-CFF National Plan of Action in close collaboration with development partners and non-government organization experts. The NCC is composed of representatives from the Ministry of Agriculture and Fisheries and other relevant government agencies who serve as lead focal points for several technical working groups.

The Timor-Leste CTI-CFF National Plan of Action (NPOA) has parallel goals and targets to the CTI-CFF Regional Plan of Action and is aligned with the government’s existing and proposed policies, financial systems, development partner programs and most importantly with Millennium Development Goals and Poverty Alleviation Schemes and Plans. The NPOA recognizes and capitalizes on the cultural and experiential diversity found in Timor-Leste and is considered a living and evolving document that will adapt to the continuous changes in Timor-Leste’s political and social backdrop.

Since its establishment in 2009, the NCC has actively participated in all CTI-CFF regional activities and led the implementation of national initiatives such as community-based fisheries management schemes in selected priority areas. It has started engaging with potential partners to define strategies to diversify the household income in fishery-dependent areas and facilitate the incorporation of CTI-CFF results into other key programs such as the National Biodiversity Action Plan, National Adaptation Plan of Action and Program of Works on Protected Areas.
