The Coral Triangle Atlas (CT Atlas) is an online GIS database, providing governments, NGOs and researchers with a view of spatial data at the regional scale. Data on fisheries, biodiversity, natural resources, and socioeconomics have been collected for decades by scientists and managers working in different parts of the Coral Triangle region.

USAID’s Coral Triangle Support Partnership completed a scoping study on March 15, 2012 that identified major scientific gaps that need to be addressed to establish and manage an effective marine protected area (MPA) system in the Coral Triangle that integrates fisheries, biodiversity and climate change objectives.

This innovative set of guidelines released on January 19, 2012 has for the first time combined and integrated the principles of fisheries, biodiversity and climate change in establishing effective marine protected area (MPA) networks in the Coral Triangle. In the past, many MPA networks were unsuccessful because they focused solely on one principle and objective. The new guidelines aim to address this concern by enabling MPA networks to simultaneously achieve fisheries sustainability, biodiversity conservation and ecosystem resilience in the face of climate change.

This document has been developed to provide information and guidance on the use of marine protected areas in the context of fisheries. As MPA implementation moves ahead with biodiversity conservation, many people feel that the fisheries aspects are not fully understood or taken into account, and guidance to this specific sector is needed. These guidelines look specifically at  fisheries features of MPAs but also address the interface between fisheries management and biodiversity conservation and provide support for MPAs with multiple objectives.

The MPA MEAT is a harmonized version of the MPA Report Guide of the Coastal Conservation and Education Foundation, Inc. (CCEF,White et al. 2004) as modified by the Philippine Environmental Governance Project 2 (EcoGov2), (Arceo et al. in prep), facilitated by the MPA Support Network (MSN) through the CTI (Coral Triangle Initiative) Support Partnership or CTSP. Some elements are incorporated in the MPA MEAT to gauge and highlight important threshold indicators and processes that help promote and achieve MPA management effectiveness outputs and outcome.
